Federal General Auditor presented an annual financial report to the parliament for the previous Ethiopian Fiscal year 2007. The report revealed that 19 government organs and agencies spent over 473,000 million birr without a trace of evidence or a proper justification for expenditures. The National Intelligence and Security Agency of Ethiopia (NISA) spent more than half of this money (274,000 million birr). In addition, Ministry of Civil Service sapped (111 million), Metu University (16 million), Mizan Tepi University (12 million), and Wachemo University (10 million) without proper accounting, evidence or justification for expenditures.
The Federal Auditor General noted that over 2 billion birr has not been properly audited in over 78 governmental organizations. Among those that did not audit their financial expenditures on time were the Ethiopian Defense Forces and the Federal Police, which spent 144.2 million and 64.4 million, respectively.
The Auditor General confirmed in the report that 47 organizations have made a payment of 53 million birr without following the rules and regulations of finance. Some of these organizations are higher education institutions such as Jimma, Bahir Dar, Hawassa, Arbaminch, Woliyta Sodo and Wachemo Universities.
Although the Auditor General, during an annual address to the parliament makes its audit reports public, including billion birr embezzlement, nothing has been done to take measures against the embezzlement and mismanagement of billions of birr that has went to the government’s coffer by the tax paying citizens of Ethiopia. This lack of action on the part of the government to combat corruption, mismanagement, and wastage of public fund has aggravated the level corruption and misappropriation of an enormous amount of public fund in the hands of unidentified groups and individuals working within the various state institutions, as reported by the auditor general.
